Will the Ultimate Pack or any of the individual DLCs ever go on sale?

I haven't played Injustice 2 in ages but I really want to buy the Ultimate Pack & the DLCs & they have some cool stuff like the Turtles. I have an app that tells me when stuff goes on sale & I have never had any of the DLCs in this game ever go on sale. I've honestly been waiting for like 1-2 years & it STILL hasn't happened yet. It's just so frustrating.

I only want to buy the Ultimate Pack & the DLCs if they're on sale but they never are so am I screwed? Am I forced to buy the Legendary Edition (even though I already have the base game) since that does go on sale?

I made a big mistake with buying the standard edition, I definitely should have bought the Legendary Edition.

I'm on PS4 by the way...

This is only if Firestorm isn't in Injustice 3. I personally prefer Firefly because he would have a jetpack and I'm a Batman fan but I honestly don't know anything about Heatwave besides him being a Flash villain. So I want to hear who the community prefers.
