This is gonna be a tough list to make, with lots of tricky rankings !
Today, I'll rank (in my opinion) the top 10 most lackluster gold cards in the game.
Thanks everyone for the feedback for the Joker List. Several prominent things I noted from the majority of people :
- The Killing Joke Joker should be ranked lower than the Suicide Squad Jokers
- Unhinged SS Joker is lower than SS Joker, as SS Joker's passive is better for matches
I see the valid points you've all made. I'll keep my list the same, but I can see very clearly and appreciate other opinions. I now appreciate SS Joker a lot more from the feedback given.

For today's list, we'll be ranking the top 10 lackluster gold cards in terms of stats and passives. While all of them have uses, the higher ranked cards are much worse off than the earlier entries. Be sure to comment on list positions if you feel like it, and I hope you enjoy the list !

Bane Prime, Superman Prison and Solomon Grundy Boss are all major choices in that list.

Dishonourable Mention :
This entry didn't quite make the top 10 but near that list.
- Ame-Comi Catwoman - Decent stats but poor passive that has a low trigger chance for bleed and power drain.
- Aquaman Prime - Apart from his use with the Tantu Totem, without it, he doesn't really have a good passive and mediocre stats.
- In Defense of most Tier 5 characters on Injustice Wiki Tier List, only the above two really are dishonorable mentions. People seem to have a grudge against Teen Titans Cyborg but his regeneration when tagged out is pretty neat actually making him a decent tank. Joker Insurgency is a good throwaway gold, Superman Regime isn't that bad with his passive and Black Adam Regime has his great electric shield, just to name a few.

# 10 - Lobo Prime
Czarnian Physiology: Lobo is IMMUNE to the effects of POWER DRAIN.
850 ATK/ 1000 Health
Lobo Prime kicks off the list with relatively low stats, but not a half bad passive. His passive, Czarnian Physiology grants 100% power drain immunity, making him good against power draining characters like Nightwing and Lex Luthor. His SP2, Game Over applies poison that reduces enemy damage for 15 seconds, but it can be rinsed off, so characters like Hawkgirl Prime can rinse the effect off quite quickly. His Hook Charge is a multi-hit SP1, but can be quite hard to get 200% damage on both hits. That said, Lobo Prime is a solid card overall, and thus ranks the lowest on this list. Pair him up with gear like his signature gear Hook that buffs his SP1 and AoE from his SP2. Or increase his HP to make him a power immune tank like the Fourth World Set, or buff his basic damage with Overpowered 5-U-93-R. Teammates like Green Lantern Regime can help him release more Game Overs.
Overall : Lobo Prime is a solid gold card with a modest passive, with a low ranking on this list. That said, Static is a straight upgrade to Lobo Prime. With the LexCorp set, he can negate power drains and then gain power from them ! He's on the list due to being overshadowed by Static and mediocre stats.

# 9 - Batman Beyond
Future Batsuit: Batman Beyond is IMMUNE to STUN.
850 ATK/ 900 Health
Batman Beyond, despite having low stats still has a good passive, placing him low on the list. His passive, Future Batsuit grants him stun immunity. Perhaps one of the best things is his immunity to Luchador Bane's tag in stuns, along with Earth 2 Flash. It cripples the Cloak Of Destiny that relies on stun to increase damage. Unlike most of the higher places, these characters passives are with them the whole battle, unlike a short, once per turn trigger effect. To supplement his low stats, boost his basic damage or survivability like the Astro Harness, Overpowered 5-u-93-r, Gingold Soda etc.
Overall : While often overlooked due to his poor stats, his passive is still not bad at all. Not as good as Lobo Prime due to him with slightly better stats and a decent sidegrade passive. Red Son Green Lantern is seen as a direct upgrade to Batman Beyond, similar to Lobo's fate.

# 8 - Flash Elseworld
750 ATK/ 750 Health
Bullet Time: Once per match, when Flash reaches 30% HEALTH, his opponent's SPECIALS are disabled and TIME SLOWS for 7 seconds.
Flash Elseworld, while not a bad gold card has very low stats for a gold. His passive is good at disrupting plays however, and the enemies specials are disabled during that time. It's great against slow attackers like Bane and Solomon Grundy when the special attacks, and you can deal quite a few hits. He benefits with gear that boosts basic damage and crit, and perhaps HP boosting gear. Pair him up with Flash Regime for faster attacks and Lex Krypto to boost his HP.
Overall : Flash Elseworld retains fast attacks from the Flash characters with a good passive. However, his stats are so low that he is on the list, but relatively low due to his modestly good passive effect.

# 7 - Wonder Woman Regime
Shield of the Gods: Successfully BLOCKING any attack generates POWER for Wonder Woman.
750 ATK/ 1050 Health
Wonder Woman Regime has low damage but modest health. Her passive, initially was OP with granting huge power gain on block but it got nerfed into the ground. That said, it still generates power on block. With that nearly non-existent passive, Wonder Woman Regime is a old gold card that is relatively mediocre. That said, she works great against characters like Wally West Flash who can grant lots of power on block, just like the Arkham Knight's long basic combos. Wonder Woman 600 and Animated Harley can boost power gain. Gear like her Lasso of Truth boost her SP2 power and gives a power drain chance on tag in which pairs nicely with Hawkgirl Prime.
Overall : Wonder Woman Regime is also relatively low on the list as her passive, while ineffective still does give some power on block (Roughly 1.5% per hit). Being a woman, Wonder Woman 600 will help her with her power boosting passive. If her power gain per block was doubled and her attack buffed, she would be off the list.

# 6 - Solomon Grundy Boss
One Foot In The Grave: Grundy gains bonus DAMAGE to his Basic attacks based on how close he is to death.
550 ATK/ 1250 Health
Solomon Grundy Boss has an interesting passive that allows him to deal some massive punches with his basic damage as his HP reduces. His attack is the lowest of any gold card ever due to his passive having a multiplier up to x10 at low HP for basic attacks. His Butcher Knife gear boosts his attack damage with unblockable chance and a heal on SP1. Fourth World Set will boost his HP and given him a resurrect to allow him fighting with big damage at low HP. John Stewart's Green Lantern Emergency Barrier allows Solomon Grundy Boss to fight with his beefed basic damage at low HP, along with SP1 healing to bring his HP back up. Overpowered 53-U-93-R will buff his basic damage dealt too, along with crit chance gear like Shock Gloves, Mark of the Tiger etc.
Overall : Solomon Grundy is a finicky card with interesting potential at low HP with big basic damage. His gear pairs very well though, but without it, he's not very good due to his slow attack animation, blockable SP1 and his lowest damage of all gold cards. Not the worst though. Far from it. He doesn't deserve to be called the worst gold card ever.

# 5 - Raven Regime
Demon Stance: Once per match, when Raven is at 40% HEALTH or less, her basic attacks drain power from the opponent for 6 seconds.
950 ATK/ 950 Health
Raven Regime is a lacking card with an OK passive but it's a short trigger effect. She deals power drain on basic combos at 40% HP helping her remove energy from teammates, but it's not carried onto her specials. That said, Harley Animated and Wonder Woman 600 can rapidly boost his power and damage gain. Characters like Lobo Prime and Batman Arkham Knight are immune to power drain (if the Waynetech boost is chosen), reducing her effectiveness.
Overall : Raven Regime has mediocre stats with an OK passive, but it's too short and not that effective due to her having low HP at this point of the game.

# 4 - Batman Insurgency
Martial Arts: Batman's Basic attacks deal 300% MORE DAMAGE if an opponent is STUNNED.
750 ATK/ 1050 Health
Despite having a passive that is quite hard to utilize, certain gear like the Cloak of Destiny and Massive Sharpened Teeth, along with crit/damage booster damage gear like Overpowered 5-U-93-R. These gears combined will allow Batman to pull off stuns with his combo ender potentially and deal some nasty basic damage with the gear. But without the gear, he relies solely on his SP1 batarang stun that is easy to block. His attack is low but is health is fine. At least his passive is with him for the whole match, unlike spots higher up the list. Batman Prime is good for a damage boost, while characters like Red Son Green Lantern/ Green Lantern Regime can stun on their specials opening Batman Insurgency for a modest beatdown.
Overall : The insurgency has not lost yet. Despite being on the list with his low attack and unreliable passive, placing some good gear that enables stun and takes advantage of stun makes Batman Insurgency not that bad at all ! Sort of like a Yin-Yang scenario.

# 3 - Superman Prime
Super Speed: Once per match, when Superman is at 40% HEALTH or less, he attacks 50% FASTER for 6 seconds.
800 ATK/ 1200 Health
Superman Prime is a case of those characters with short, once per turn passives that only provide some benefit with a faster Freeze Breath SP2. That said, his stats aren't awful, but lacking still. His SP2 is easily blocked, so that speed boost passive has some synergy there, unfortunately the effect doesn't last the rest of the match. Pair him with Deathstroke Red Son for extra fast attacks or Regime Flash. Since his SP2 is easily blocked, his signature gear Glasses is better as it supports his SP1 and a faster power generation buff. But his passive really lets him down as it's too short.
Overall : Superman Prime is an ok gold card to start off with, but his SP2 ability is easily blocked, his stats are mediocre at best and he's overshadowed by a lot of other supermen, just like Regime Superman.

# 2 - Superman Prison
Super Health: Once per match, when Superman is at 40% HEALTH or less, he gains health over 6 seconds.
700 ATK/ 800 Health
Superman Prison has a good passive that heals at 40% HP once per turn for 30% of his max HP. His stats aren't good however. Additionally, the health regained is still less than Superman Prime so that kind of negates his passive, unless gear that boosts his HP is used. Use Krypto Lex Luthor to beef up his HP, with Harley Animated to boost his power generation. FP Batman can negate his passive completely. Gear like his Kryptonian Suit should be used to improve his HP.
Overall : Superman Prison, while debatable is a less effective Superman Prime, as his healing passive is still less than Superman Prime's base HP. That said, he's not the worst ever gold card and his heal can boost his tank role with the help of HP increasing gear.

# 1 - Bane Prime
Venom Tank: Once per match, when Bane is below 40% health, he does 25% more damage and all basic attacks will be critical hits for 10 seconds.
600 ATK/ 1000 Health
Bane Prime unfortunately is the lowest of the gold cards due to his poor attack. Solomon Grundy Boss had at least x2 damage with still high health left, but Bane's attack hardly changes with his small passive buff. Again, it's a short passive that triggers at 40% HP that buffs his damage by a little. His attacks are slow, like Grundy and thus can be interrupted. His gear Venom Harness can help with his SP1 healing and more HP, but his damage should be buffed with teammates like Lex Luthor and Harley Animated.
Overall : Bane Prime lacks the power and passive to make him a good gold card. I think it's due to his bad attack power and very lackluster venom passive. Even with gear boosters and teammates, all cards lower on the list can have those gears/teammate buffs and have a little more usage at least. Even Prison Superman can be a decent tank with his short healing effect, and is faster than clunky Bane. If we increased his ATK to 1000, buffed his venom to have crit chance on all specials and perhaps a heal with the venom tank too.

Well, that was the top 10 worst gold cards in my opinion ! Concluding on that link with people ranking the lackluster gold card :
- It was a close three way between Bane Prime, Superman Prison and Solomon Grundy Boss
- Superman Prison is better than Bane Prime due to faster attacks and a better passive that works better when he has HP boosting gears. I think what really cripples Bane is his low ATK and that crit nerf on his passive attack.
- I will defend Solomon Grundy Boss to a certain extent with his good basic damage gear. But he's not great. And that's why he's still on the list.
The next countdowns will be shorter lists before we go back to some larger lists.
